4.1 Motorcyclists and bicyclists4.1.1 Education of motorcyclists and bicyclists (22 April 1991)Education programmes should be developed to encourage:use of helmets;basic riding skills;use of day time running lights on motorcycles;improved visibility of vehicles, riders and passengers, especially at night;awareness of situations in which the presence of their vehicle would not be easily apparent to other road users.
4.1.2 Education of motorists (22 April 1991)Motorists should be educated to share the road with other road users, and particularly trucks, motorcyclists and bicyclists.4.1.3(c) Bicycle facilities (29 June 1998)The value of bicycles as a transport mode is recognised. Cost effectiveness should be a major consideration in implementing bicycle facilities.Funds for recreational bicycle facilities should be provided from general revenue rather than transport allocations. Funds from transport and road safety allocations should be made available to provide off-road bicycle transport facilities for non-recreational purposes.4.2. Pedestrians4.2.1. Pedestrian control (22 April 1991)Pedestrians should be made aware of their responsibilities as road users. Governments should provide effective protection for pedestrians, particularly at schools.4.2.2 Pedestrian related engineering (22 April 1991)Intersection and pedestrian signals and other appropriate devices should be used at established crash locations and where pedestrian/vehicle conflicts are high.Fences should be considered for physically separating pedestrians and vehicles where there is an established increased risk of conflict.
