Plans for a new coastal boardwalk in Perth's northern beaches are moving forward, after the City of Stirling approved the project to progress to the next design phase in November.

Talk of a boardwalk has circulated in the City for more than 20 years, and this is the first time the concept is taking real shape.

The $18.5 million project will create a light-touch, elevated pathway that follows the contours of the sand dunes between Scarborough and Trigg beaches. Concept designs include a humpback whale “mamang” tail shade shelter at the centre, and six nodes designed to provide spaces for cultural connection and Noongar storytelling.

Developed to engage all five senses, the design is guided by three key principles:

  • preserving the site’s natural character with minimal environmental impact

  • celebrating the iconic coastal setting

  • creating an immersive experience that reflects the cultural significance of the land and its connection to Country

The new boardwalk will bring pedestrians closer to the ocean, away from the current path that sits alongside busy West Coast Highway, in an effort to reduce congestion and improve safety.

Sustainability is central to the proposal. The walkway will follow existing degraded vegetation zones, support wildlife movement and contribute to dune restoration. Made from recycled materials, the design incorporates water fountains, showers, seating and shade structures.

Existing east–west tracks will also be integrated into the boardwalk to improve direct access to the beach.

Earlier this year, the City conducted community consultation to gauge local support, with 70% of the 2,499 submissions received in favour of the project.

The City estimates that for every dollar invested, the project will return $3.30 in economic value.

The next stage of the project was green-lighted at the Council Meeting on 25 November 2025. The City will now produce a 15% design based on the concept, progress environmental approvals and seek external funding to bring the vision to life.
